Jarmo Houtsonen, PhD, is a Senior Researcher and a Director for Development at the Police University College, Finland. His research interests cover policing and internal security. In Surveillance project he is particularly interested in combining quantitative and qualitative data and conducting comparative analyses on how experts and citizens in various countries perceive the legitimacy and accountability of existing or planned expanded surveillance powers for law enforcement agencies. His latest publications cover community policing, restructuring of police administration, infiltration of organized crime in licit business, and citizens’ obedience to law. Dr. Houtsonen has been involved in several national and international R&D projects funded e.g. by European Commission and the Academy of Finland. Before joining the Police University College in 2011 Dr. Houtsonen was a University Lecturer at the University of Eastern Finland.
